JPMorganChase commends Congress, particularly the leadership of Senate Banking Committee Chairman Tim Scott (R-SC), Ranking Member Elizabeth Warren (D-MA), House Financial Services Committee Chairman French Hill (R-AR), and Ranking Member Maxine Waters (D-CA), for the bipartisan passage of the 21st Century ROAD to Housing Act, a meaningful step to expand housing supply and improve affordability for renters and aspiring homeowners across the country. The legislation demonstrates that targeted federal solutions, combined with state and local action, are essential to advancing a housing ecosystem that works for all Americans.
As the nation’s largest multifamily lender and residential bank mortgage lender, JPMorganChase has encouraged the enactment of comprehensive federal housing legislation and previously supported a number of provisions included in the final bill. The 21st Century ROAD to Housing Act strengthens the tools communities use to build and preserve affordable homes. It focuses on removing key roadblocks, especially regulatory and process related delays, that raise costs and slow housing development.
Key provisions:
- Incentivize state and local pro-growth housing policies, including providing guidance and best practices to help jurisdictions modernize zoning and land use regulations.
- Streamline federal review processes, including reforms to environmental reviews that enable faster delivery of small and infill housing projects.
- Strengthen and modernize effective housing programs, including updates to manufactured housing that could expand financing opportunities and enable new construction approaches.
