What Works: Expanding high-quality career pathways in Texas

The U.S. labor market is rapidly changing, creating new challenges for employers and workers. Texas has responded with innovative career pathway strategies that boost skills and economic mobility. JPMorganChase’s "What Works" report highlights effective Texas approaches, emphasizing strong partnerships, data-driven solutions, and funding focused on student career outcomes and employer demand.

Following the publication of the What Works brief in May 2025, Texas continued to advance workforce outcomes. Recent legislation, including S.B. 1786 signed into law by Governor Abbott during the 87th Legislative Session, brings key improvements:

  • Strengthens outcomes-based funding for community colleges
  • Improves workforce data
  • Expands access to dual credit and transfer opportunities

These advancements build on Texas’ previous reforms. They are also aligned with our commitment to expanding economic mobility for all Texans.
