Paul Haenle

Paul Haenle is Managing Director and Head of Asia Pacific (APAC) Policy and Strategic Competitiveness at J.P. Morgan Chase, where he leads strategy and external engagement on policy issues critical to the firm’s global competitiveness, including trade and investment, supply chains, technology, and infrastructure. 

Paul’s APAC expertise stems from a unique combination of high-level government and private sector advisory roles, academic and policy research positions in the Asia-Pacific region, as well as two decades of military service in postings across the globe. 

Paul joined J.P. Morgan Chase after 14 years at the Carnegie Endowment for International Peace, where he served as founding director of Carnegie’s two Asia-based research centers in Beijing and in Singapore. Concurrently, he was a senior China advisor at Rice, Hadley, Gates & Manuel LLC and Asia Chairman at the global CEO advisory firm Teneo, where he advised many of the world’s leading CEOs and senior executive teams on navigating a rapidly evolving geopolitical and business environment in Asia. 

Haenle served for five years on the White House National Security Council under former Presidents George W. Bush and Barack Obama. He spent three years in the West Wing as special assistant to U.S. National Security Advisors Condoleezza Rice and Steve Hadley, and later served as China Director under both presidents, playing a key role as the White House representative to the U.S. negotiating team at the Six-Party Talks nuclear negotiations with North Korea. 

Trained as a China Foreign Area Officer in the U.S. Army, Haenle served in the Pentagon as a senior adviser on China and Taiwan to the Chairman of the Joint Chiefs of Staff. He was assigned twice to the U.S. Embassy in Beijing, was a company commander in the Republic of Korea, and held additional military postings in Germany, Desert Storm and Kuwait. Haenle retired from the U.S. Army as a lieutenant colonel. 

Paul serves on the board of directors of the National Committee on U.S.-China Relations and is a Non-Resident Honorary Senior Fellow on National Security and Diplomacy at the Asia Society Policy Institute’s Center for China Analysis. He is also a member of the Asia Society’s Task Force on U.S.-China Policy, a Senior Fellow at the East Asian Institute, National University of Singapore, and a member of the Advisory Board of the Center for Security and Emerging Technology (CSET) at Georgetown University.

He holds an M.A. in Asian Studies from Harvard University and a B.S. from Clarkson University.
